New legislation issued to establish Dubai Corporation for Aviation Engineering Projects

His Highness the Ruler of Dubai issued a law to establish “Dubai Corporation for Aviation Engineering Projects” (DCAEP) that would have financial and administrative independence, and the required legal competency to achieve its goals. DCAEP is to be an affiliated body to “Dubai Aviation City Corporation”, as reported by WAM (official news agency for UAE).
Article 5 of the law stipulates the goals of DCAEP that aim at enhancing Dubai’s status in the aspects of planning and designing airports and their facilities, attracting relevant local and foreign investments in the light of the establishment’s specializations that include:
- Providing engineering and technical solutions to develop the existing airports in the emirate, in order to improve its services in coordination with the concerned sides, and
- Preparing studies, designs, and engineering plans for airports and their facilities that will be established; and developing the necessary technical standards, specifications, and requirements.
Moreover, DCAEP will be specialized in supervising the construction of airports and their facilities, developing the existing ones, carrying out the required infrastructure services inside and outside the emirate according to the latest technologies that meet the highest worldwide safety and quality standards. Furthermore, DCAEP will handle studying the engineering and technical obstacles facing the operations and management of airports, and will provide the appropriate solutions for these obstacles in coordination with the concerned sides.
إصدار قانون بإنشاء مؤسسة دبي لمشاريع الطيران الهندسية

أصدر سمو حاكم دبي قانوناً بإنشاء "مؤسسة دبي لمشاريع الطيران الهندسية" كمؤسسة عامة تتمتع بالاستقلال المالي والإداري والأهلية القانونية اللازمة لتحقيق أهدافها، وتُلحق بمؤسسة "مدينة دبي للطيران"، حسبما أوردت وكالة الأنباء الإماراتية.
وحددت المادة الخامسة من القانون أهداف "مؤسسة دبي لمشاريع الطيران الهندسية" الرامية إلى تعزيز مكانة الإمارة في مجال تخطيط وتصميم وإنشاء المطارات والمرافق التابعة لها، وجذب الاستثمارات المحلية والخارجية ذات الصلة، وذلك في ضوء اختصاصات المؤسسة التي تشمل:
تقديم الحلول الهندسية والفنية اللازمة لتطوير المطارات القائمة في الإمارة، للارتقاء بمستوى خدماتها بالتنسيق مع الجهات المعنيّة،
وإعداد الدراسات والتصاميم والمخططات الهندسية للمطارات المُراد إنشاؤها والمرافق التابعة لها، ووضع المواصفات والمعايير والشروط الفنية اللازمة.
كما تتضمن اختصاصات المؤسسة الإشراف على إنشاء وتنفيذ المطارات ومرافقها، وتحديث القائم منها وتنفيذ خدمات البنية التحتية اللازمة لها، داخل الإمارة وخارجها، طبقاً لأحدث التقنيات ووفقاً لأعلى معايير الجودة والسلامة العالمية، في حين ستتولى المؤسسة أيضاً دراسة المعوّقات الهندسية والفنية التي تواجه عمليات تشغيل المطارات وإدارتها، ووضع الحلول المناسبة لها بالتنسيق مع الجهات المعنيّة.
