The EU announced that they plan to "stop the clock when it comes to enforcement of the inclusion of aviation in the EU ETS to and from non-European countries until after the ICAO General Assembly next autumn". That decision is based on the encouraging results of the ICAO Council meeting of 9 November - and the constructive engagement of the international partners in the relevant discussions. If ICAO does not reach an agreement by the next autumn on addressing aviation's impact on the environment then the EU ETS will automatically re-apply to flights to and from the EU.
As per the EU, stopping the clock on the inclusion of aviation in the EU ETS to and from non-European countries means deferring the obligation to surrender emissions allowances from air traffic to and from the EU by one year. Hence, the EU would not require allowances to be surrendered in April 2013 for emissions from such flights during the whole of 2012. The monitoring and reporting obligations will also be deferred for such flights. The obligations relating to all operators' activities within EU will remain intact and compliance with the EU law will be enforced in this respect.
